The dream of homeownership is becoming a reality for more Canadians, thanks to recent enhancements announced by the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance. These changes, part of Budget 2024, aim to address the challenges faced by young Canadians in saving for a down payment and qualifying for an affordable mortgage. This comes as a welcome change after the recent discontinuation of the First-Time Home Buyer Incentive (FTHBI) by the Canada Mortgage and Housing Corporation (CMHC).
Home Buyers’ Plan: Boosting RRSP Withdrawal Limits
The Home Buyers’ Plan (HBP) allows Canadians to withdraw funds from their Registered Retirement Savings Plan (RRSP) to buy or build a qualifying home.
One of the most significant enhancements is the increase in the Home Buyers’ Plan limit from $35,000 to $60,000. As of April 16, first-time homebuyers can take advantage of this increase, allowing them to use the tax benefits of RRSP contributions to save up to an additional $25,000 for their down payment. This change recognizes the larger down payments required in today’s housing market.
Tax-Free First Home Savings Account: Another Savings Avenue
In addition to the enhanced Home Buyers’ Plan, Canadians have the Tax-Free First Home Savings Account as another valuable savings avenue. This account allows individuals to contribute up to $8,000 per year and up to a lifetime limit of $40,000 towards their first down payment.
Mortgage Amortization and Payment Flexibility
Starting August 1, a 30-year amortization period for insured mortgages on newly built homes will be introduced. This change aims to make monthly payments more manageable and encourage new supply in the housing market.
Support for Vulnerable Borrowers and First-Time Homebuyers
The Canadian Mortgage Charter enhancements aim to provide additional support for both existing homeowners and first-time homebuyers. Eligible homeowners facing financial difficulties may qualify for permanent amortization relief, allowing them to adjust their mortgage payments to a more manageable level.
For first-time homebuyers who withdraw from their Home Buyers’ Plan between January 1, 2022, and December 31, 2025, the repayment grace period has been extended by three years. This extension offers these homebuyers up to five years before beginning repayments, providing financial flexibility as they focus on their mortgage and overall financial well-being.
