Melissa is recognized in the Founder & Pioneer: The Groundbreaker category, which honours entrepreneurs who have blazed new trails.

Melissa was nominated by artist Lenore R.S. Lim, herself a U.S. FWN100 2009 awardee — a fitting example of the way FWN awardees lift up the next generation of Filipina leaders.

She will receive her award at the Global FWN100 Awards Gala during the 22nd Filipina Leadership Global Summit, taking place November 15–19, 2026, at Le Méridien Monte Carlo in Monaco. This year’s theme is Power. Influence. Security.

A Cross-Border Practice Built in British Columbia

Melissa founded Northam Law Corporation and built it into a multi-service Vancouver firm serving clients in real estate conveyancing, family law, wills and estates, and corporate and commercial law. She is a member of the bars of British Columbia and the Philippines and a Foreign Law Consultant in Washington State. She also serves as in-house counsel to Organika Health Products Inc. and holds the Chartered Professional in Human Resources (CPHR) and Certified In-House Counsel – Canada (CIC.C) designations. In June 2026, she completed her Master of Laws (LL.M.) at the University of Washington School of Law, further strengthening the cross-border perspective she brings to clients in Canada, the United States and the Philippines.

Understanding the Ban

Non-Canadians are prohibited from buying residential properties with three dwelling units or less, including semi-detached houses and condominium units, within Canada. However, they may purchase properties outside of Census Metropolitan Areas (CMA) and Census Agglomerations (CA). To determine if a property falls within the CMA or CA, you can utilize the tool provided by the Canada Mortgage and Housing Corporation: Census Metropolitan Area and Census Agglomeration Guidance Tool.

Exceptions to the Ban

The Foreign Buyer Ban also extends to corporations and entities not listed on a stock exchange in Canada and controlled by non-Canadians.

However, the Act details several exceptions:

• Temporary residents (Students and Workers) – who satisfy prescribed conditions
• Protected Person under the Immigration and Refugee Protection Act
• Non-Canadian spouses and common-law partners – who purchase residential property with their Canadian or Permanent Resident (or those who are not prohibited by the Act) spouses and common-law partners.

In March 2023, the exceptions were expanded to include:

• Non-Canadians with a valid work permit can purchase mixed-use and commercial land if they have at least 183 days left on their permit, and they do not purchase more than one residential property in Canada.
• Non-Canadians can purchase vacant land zoned for residential and mixed-use purposes for any purpose, including residential development.
• Non-Canadians can purchase residential property for development purposes.

Moreover, the following are not considered a purchase for the purposes of the Act:

• Acquisition of interest to the property due to divorce, separation, gift, or death.
• Non-Canadians who rent and occupy a dwelling unit
• The transfer under the terms of a trust that was created prior to January 1, 2023
• When a creditor exercises a security interest or secured right, such as seizure and foreclosure of residential property.

Consequences of Non-Compliance

Failure to comply with the act may result in penalties, including fines of up to $10,000 CAD and court-ordered sale of the property at no more than the purchase price.

Rechiel graduated in computer science and came to Canada only to find out that she could not use what she had studied to look for opportunities in the country. Working as a caregiver at that time, it was very difficult for her even just to make ends meet for herself. At the same time, she had an amazing blessing come into her life in the form of a nursing scholarship, though with careful thought and consideration, she made one of the biggest decisions in her life; quit nursing school in pursuit of owning her own time and life being in business.

Her journey in the business space was not very favorable to her in the beginning. With the lack of almost everything needed to survive in the business world, she faced many deterring challenges. But with the right support and mentorship, she managed to keep moving forward, not to mention her resilience as a person when she saw the life she could live when she was in business for herself. She wanted it, and she was willing to do anything.

Throughout her career, Rechiel faced enough negativity and rejection that would have made a person with a weak heart turn around and quit. Wearing her heart on her sleeve, she plowed through it all, always remembering the reason why she started in the first place. “English is my second language, and I did not know anything about business when I started. I was shy, timid and I was working as a live-in caregiver at that time”. This of course as we come to expect did not stop her, she learned everything she needed to know from scratch, acquired her licence in the financial industry, and started marching forward.

Leading in the front, it is not hard to see why her whole organization rallies under her banner.
